If you are looking to upgrade Dreamweaver, you'll know about the program already. As a freelance web designer with around 7 years experience, I've seen Dreamweaver evolve since version MX way back, you can really notice the difference in this new version of CS4.
I'm not someone for gimmicks, features need to be useful. And having used Dreamweaver CS4 for a few months now testing, I can safely say that the new features greatly aid me while I'm working and I definitely use them. My first impressions opening the software were wow, it looks different, and it has a completely redesigned interface which is consistent across the CS4 line.
Live View is a feature that's going to be most relevant to developers, it lets you see dynamic code like PHP how it actually will on the website and edit it while it's running.
I like the related documents tab which shows you related CSS and javascript files that you might have attached to your HTML document as it allows you to switch without even having to open the separate file. The integration with Photoshop is also a good feature.

I upgraded from GoLive, around Autumn 2008, and it didn't recognise my GoLive as valid. Apparently this is fairly common and I had to ring them and they were helpful although it took time and you wonder if there's going to be a problem.
Dreamweaver seems to have loads of features most of which I havn't used. On the other hand GoLive has features that I used that aren't in Dreamweaver, unless I can't find them after a year.
If you like the GoLive features such as: the little status button that says the file is used on the site, being able to upload all the files you've amended without selecting them, opening a map of your page and dragging or editting links on it, opening pdf's and making images of them on the fly, clicking on photos and seeing what they are and quite a few other simple useful functions, then you are going to miss them in Dreamweaver. I find file upload not as good, I have to check it's happened and site synchronisation seems more restrictive.
I don't know if it's because I upgraded my pc at the same time but Dreamweaver is handling template updates better. Also it is more up-to-date. Overall I've no real regrets although in my opinion Dreamweaver isn't as good as GoLive.
